1. Core N1 Grammar for Media & Reports

A. 〜を余儀なくされる (wo yogi naku sareru)

  • Meaning: To be forced to do something (due to unavoidable external circumstances).
  • Nuance: Highly objective. It expresses that there was no other choice.
  • Structure: Noun + を余儀なくされる (Note: 〜を余儀なくさせる is active: "forces someone to...")

Example:

記録的な豪雨により、住民は避難を余儀なくされた
Kikoruteki na gōu ni yori, jūmin wa hinan wo yogi naku sareta.
Translation: Due to record-breaking heavy rain, residents were forced to evacuate.


B. 〜をもって (wo motte)

  • Meaning:
    1. As of [time] / On [date] (marks a formal deadline or starting point).
    2. By means of / With [method] (expresses the tool or manner).
  • Structure: Noun + をもって

Example (Time/Deadline):

本日の閣議決定をもって、新法案が施行されます。
Honjitsu no kakugi kettei wo motte, shinhōan ga shikō saremasu.
Translation: As of today's cabinet decision, the new bill will be enforced.


C. 〜に至っては (ni itatte wa)

  • Meaning: When it comes to... / As for [an extreme example]...
  • Nuance: Used to highlight a stark, often negative, extreme case within a broader situation.
  • Structure: Noun + に至っては

Example:

近隣諸国が経済成長を遂げる一方で、A国に至ってはマイナス成長を記録している。
Kinrin shokoku ga keizai seichō wo togeru ippō de, Ē-koku ni itatte wa mainasu seichō wo kiroku shite iru.
Translation: While neighboring countries achieve economic growth, when it comes to Country A, it is recording negative growth.

In formal reports, Sino-Japanese vocabulary (漢語 - kango) is preferred over native Japanese words (和語 - wago).
